Virtual organization is an important way to agile manufacturing to improve the competitiveness of small and medium sized enterprises.In this paper,main factors that influence the agility of small and medium sized enterprises as well as of virtual organization are analyzed.A framework of agility assessing system for small and medium sized enterprises as well as virtual organizations are proposed based on the current situation of Chinese small and medium sized enterprises.
