摘要
近年来,中国乳业已进入一个高速发展阶段。在中国乳业快速发展的同时,乳品安全事件不断发生,乳品安全监管有效性不足,甚至产生反效果。这表明我们需要以新视角来审视乳品安全监管失灵问题,而西伯尔的转换机制理论为此提供了较为合宜的分析途径。本文详细介绍了西伯尔的转换机制理论,并结合我国的实际情况对该理论进行了发展与创新。在介绍我国乳品监管体系现状的基础上,结合我国乳品安全监管的实际情况,从功能分裂、利用私化、目标替换、任务过度、激励失效等几种转化机制方面,对我国乳品安全监管反效果进行了详细的分析。最后针对每种反效果产生的原因提出了相应的预防措施。
In recent years,our dairy has entered a rapid development period.However,as the rapid development of our dairy corporation,some of the accumulated contradictions and problems turn up recently.Clearly,the dairy safety is faced with supervised difficulties.The serious situation of dairy-supervision indicates that we need a new perspective to the malfunction of governing dairy safety.Sieber's conversion mechanisms theory provides a more proper way to analyze it.The conversion mechanism theory was applied as the papers’analysis framework.Based on the analysis of the history of dairy corporation,the system and problems of dairy-supervision,combining with the fact of dairy-supervision,this paper made a detailed analysis of dairy-supervision in the view of conversion mechanisms.At last,three methods are bring forward.One is promoting the Joined-up Government.Second is starting the safety credit evaluation mechanism.Third,to build stakeholders regulatory system.
