摘要
在总结压煤村庄搬迁基础上构建压煤村庄搬迁理论模型,并选择大同和皖北矿区压煤村庄搬迁进行绩效评价和对比分析。结果表明:第一,理论分析判断,我国压煤村庄搬迁主要有城郊社区型、矿村结合型和中心集聚型三种模式,并根据时效性划分为生存型、效益型和发展型三种不同的类型。第二,绩效评价显示,搬迁后压煤开采利润高于搬迁费用12.28亿元,居民生存的自然环境和社会环境改善值提高,节约土地713.03hm2。
In the basis of summarizing experience of mining-under village relocation, theoretical model and level of mining-under village relocation are constructed in this paper, Wanbei and Datong coal mining area are selected to implement performance evaluation and comparative analysis. The results show that: first, judging from theoretical analysis, three kind of patterns that suburban community type, coal mine and village combination type, center gathered type are existed in mining-under village relocation in China, and it can be divided into three different types of survival level, benefit level and development level according to timeliness. Second, performance evaluation reflects that coal mining profits is about 1. 228 billion Yuan above relocation costs, the relocation can save 713.03 hm2 lands.
