摘要
研究行政干部更高行政级别地位获得的影响要素及作用于两性时的表现特征,可以发现:(1)行政干部地位晋升的基本趋势是重视高等学历,自1988年之后人力资本质量对处级及以上行政级别地位的获得具有日益重要的意义,在相应行政等级阶梯上顺利晋升的女性有着至少与男性近似的人力资本数量和质量;(2)以父母教育程度为表征的家庭背景等先赋性因素对于更高行政级别地位获得依然具有显著影响,对女性行政干部的影响尤大,但其影响程度已不如人力资本;(3)社会资本对于男性和女性行政干部的晋升均有显著正面影响,提醒我们仍应警惕干部地位晋升中来自社会关系的影响和干扰等不正之风问题;(4)不论男女,家庭责任承担越多,越不利于其更高行政级别地位的获得,而性别角色认知越趋向于现代,越利于更高行政级别地位的获得。家庭责任对于女性干部更高行政级别地位获得的影响甚于相应男性干部的影响。
Studies on the influence factors for acquisition of higher level of administrative leadership and their effect on gender issues reveal that ( 1 ) the basic trend in promoting administrative leaders is the importance attached to higher level of education : since 1988, the quality of human capital has been bearing increasingly greater significance on the acquisition of administrative leadership status on and above the rank of Division Directors, and the female ones who receive smooth pro- motion up the corresponding administrative hierarchy have similar quantity and quality of human capital to those of the male counterparts; (2) family background characterized by parental education and other prenatal factors still exert significant effects on the acquisition of higher administrative leadership, especially for the female candidates, yet their extent is smaller than human capital; (3) social capital shows significant positive effect on both male and female administrative leaders in their promotion, which reminds us to be alert about the effect and interference from social relations and other unfair influ- ence in promoting leaders; (4) for both male and female, more family responsibilities are detrimental to the acquisition of higher administrative leadership, while identification to modern gender role facilitates such acquisition. Family responsibili- ties exert great influence on female candidates than on the male ones in their acquisition of higher administrative leadership.
