摘要
建立中国的专利预警机制是推动创新型国家建设的重要保障。本文首先从国家和地方、行业(产业)、企业等三个角度对中国近年来专利预警机制的研究现状进行了总结;接着通过实地走访、面谈、问卷调查等方式,对山东、江苏、中科院等数百家政府机构、科研院所、高校、企业的专利预警机制建设的成效与不足进行了详细分析;最后结合实际,就如何加快建设中国专利预警机制提出了一些政策建议。
The establishment of patent alert mechanism （PAM） system in China is one of the most important measures for the develop- ment of innovation-drive country. First of all, the author summarized the research status quo of PAM of China, viewed from the point of the central and local governments, industries and enterprises. Secondly, based on the in-depth analysis of PAM, the author investiga-ted hundreds of local governments, research institutions, universities and corporations, such as Shandong Province, Jiangsu Province and the Chinese Academy of Science, and summarized their achievements and mainly problems of PAM system parctice. Finally, the author offered some proposals for improving the PAM system in the near future.
