摘要
任何事故都是可以预防的。HSE管理体系是当前国际石油石化行业通用的安全管理体系,是我国石油石化企业实现现代化管理的关键因素,以及走向国际市场的准行证。管理体系的实施对企业安全稳产和持续快速发展起到了关键的作用。回顾了世界HSE管理体系的发展历程,通过对比国际成功HSE管理经验,分析了我国石油石化企业HSE管理体系出现的问题,并提出了解决的方法。
Any accidents are preventable. HSE management system is a common safety management system in the current international petroleum and petrochemical industries. It is the critical factor to realize modernized management and the permit to enter the international market of our country＇ s petroleum and petrochemical enterprises. The implementation of the management system plays a key role in the stable safety production and rapid development of the enterprises. This article reviewed the development history of HSE management system, analyzed the problems in the HSE management system of our country＇ s petroleum and petrochemical enterprises by comparing with the international success experience of HSE management, and proposed the relevant solutions.
