摘要
农村土地整治是提高农村土地质量,增加有效耕地面积,优化土地资源配置的重要手段和有效措施。该文研究探讨了在农村土地整治项目实施中农民参与组织的建立目标、职能、以及农民参与组织的组成人员和产生方式;提出了农民参与组织应实行透明工作制度和民主决策机制。探讨该组织模式,为提高农村土地整治项目管理水平,促进农村土地整治事业可持续发展提供参考。
The land consolidation is an important means and effective measures to improve the land quality of rural, to increase effective arable land area and to optimize the allocation of land resources. The article gives the goals and the organizing functions in the project area of land remediation project which farmers involved; discuss the membership structure and generation method in the organization that farmers participate; put forward transparent work system and democratic decision-making mechanism in the organization that farmers involved. The organization mode has guiding significance for improving the management level of rural land remediation project and promoting the sustainable development of rural land remediation.
