摘要
采集财政部、卫生部、云南省财政厅、云南省统计年鉴、云南省卫生厅的相关数据,对近年来云南省财政医疗卫生费用支出、云南省每千人口的执业(助理)医师、注册护士数以及全省综合医院的等级资源配置情况进行统计分析,发现云南省卫生服务领域仍然存在着财政投入水平低、医疗人才短缺以及医疗资源在省州(市)之间、城乡之间不均等问题,根据把基本医疗卫生制度作为公共产品向全民提供,实现人人享有基本医疗卫生服务的要求,提出对云南省医疗资源配置的政策性建议。
We collect the relative data from Ministry of Finance, ministry of Pubilc Health, Provincial Department of Finance in Yunnan,yunnan statistical yearbook and Provincial Department of Health in Yunnan to analyse financial health expense, prac- tice （assistant） physicians of per thousand population, registered nurse number and level resource allocation of the general hospi- tal in recent years of Yunan province. It can be found that financial investment level is low, the medical talent shortages and medi- cal resources are unequal between provincial state and city,urban and rural areas in the field of yunnan health services. According to the demands that basic medical health care system should be as the public products for all the people and everyone should ac- cess the basic health care servise, the policy- suggestions for medical resource allocation in Yunnan province have been put for- ward.
