摘要
促进基本公共服务均等化是统筹城乡、区域发展的切入点,也是构建社会主义和谐社会的重要前提。通过分析实现基本医疗卫生服务均等化的卫生体制与财政实践,探讨了促进基本公共服务均等化的体制障碍,并提出了重构政府间财政关系、完善法律框架、建立社会机制等改革主张。
The promotion of equalization of basic public services are coordinating urban and rural areas, the entry point for regional development, but also an important prerequisite to build a socialist harmonious society. By analyzing the basic medical and health services to achieve the equalization of the health system and financial practices, this article discusses the promotion of institutional barriers of equalization of basic public services, and put forward the reforms that we advocate.
