摘要
煤矿生产的安全性决定着整个企业的命脉，研究如何有效评价与提高煤矿安全生产能力具有重要意义。分析我国煤矿安全的现状，然后根据一定的评价原理建立指标体系，在其基础上构造模糊层次分析模型，并结合实例进行应用。应用研究表明：在安全管理水平方面，煤矿安全监管体系和安全监督制度，安全投入是影响安全管理水平的主要指标。
Coal mine production safety is very important to the enterprise,it has important theoretical and practical significance to study how to effectively evaluate and improve the capacity of coal mine production safety. Firstly,the status quo of China＇s coal mine safety was analysed;then, the evaluation index system was established based on certain principles. Based on this, fuzzy analytic hierarchy model was constructed. This model was put into practice with examples. The application research shows that ： coal mine safety supervi- sion system, safety oversight system and investment in safety are the main indicators that influence the level of safety management.
