摘要
虚拟社会的出现给当代社会管理范式的转型带来了机遇和挑战。虚拟社会中的制度建设是提高社会管理水平的重要因素,当前虚拟社会的制度存在着方向性、系统性、规范性、创新性等方面的失范现象,原因在于虚拟社会的发展方式、民族国家的治理模式、统治与控制型的制度思维以及社会矛盾的网络体现等,需要通过全球治理模式、民众自我治理、软权力和软规则、网络纠纷处理机制的构建等方面进行治理路径的新探索。
The emergence of virtual society has brought both challenges and opportunities to transformation of the contemporary social management paradigm. The systems construction in virtual society, though being an important factor for improving management, displays a serious anomie in that it lacks orientation, systematicity, standardization and innovativeness. This is because the development approach of virtual society, governance of the nation-state, rule- and control-based systems thinking and the quintessential network features all require a governance path selection on the basis of the global governance model, public self-governance, soft power and soft rules, and dispute settlement mechanisms of the virtual society.
