摘要
基层政府出于强力维稳的需求,对群体性事件往往依靠政府直管模式下的强力压制方式处置,而不是依靠制度化的方式处置,这反而导致基层的维稳运行机制存在较多的制度性缺陷。应建立高效的激励型维稳运行机制,改变目前基层政府直管的维稳模式,实现基层维稳的多元性;扩大公众利益诉求的表达空间,使基层维稳运行目标从静态稳定转变为动态稳定。
To meet the requirements of strongly maintaining stability for grass-roots governments, it often relied on powerful repressive manner to handle group events under the model of the government＇s direct control, not the means of institutionalization which has led to more systemic deficiencies in the grass-roots operation mechanism of maintaining stability. It should establish effective and incentive mechanism of maintaining stability, change the current model of maintaining stability of the grassroots government＇s direct control, achieve pluralism of grass-roots maintaining stability, widen the express space of demand of the public interests to make the operation objective of the grass-roots maintaining stability from static stability to dynamic stability.
