摘要
通过刑法修正案(八)第50条、第81条对"1+8"罪犯从重精神的解读,在分析可能造成监狱重(长)刑犯增加、监管风险增大、管理难度加大等影响的基础上,提出调整分类关押模式、建立特别减刑制度、优化教育改造方法、创新劳动激励措施等具体对策。
According to the analysis of the fifty and eighty-first articles of Criminal Law Amendment（8）,different putting in prison patterns,constructing special reducing penalty system.optimization of education and reform system and innovtion of labor incentive measures can be applied in order not to increase the number of felons,the risk of prison supervision and the difficulty of administration.
