摘要
针对FDI与东道国环境污染可能存在的非线性关系,以及异质性行业特征对FDI环境效应产生的影响差异,本文利用中国工业行业面板数据,从行业异质性假定下检验了FDI对我国工业环境效率影响的非线性特征。结果表明:在不同的FDI介入下,FDI的规模效应和收入效应上的均衡比较结果,引致了FDI和我国总体工业污染排放在维度上的倒"U"型轨迹关系,即随着FDI的增长,工业污染排放先上升后下降。分行业检验发现,不管FDI流入东道国清洁生产部门还是污染密集型部门,这一"倒U型"曲线关系都较为稳健。但目前大部分污染密集型行业处于倒U型曲线的上升阶段,对应了"污染避风港"效应的基本特征;而清洁生产型行业处于倒U型曲线的下降阶段,对应了"污染光环"效应的基本特征。与FDI流入清洁型部门相比,FDI流入污染密集型部门的"倒U型"曲线的转折点要更晚一些。相对于FDI的规模,FDI的行业结构对东道国"倒U型"曲线的位置与临界值以及环境质量具有更为重要的影响。
In view of the maybe non-linear relationship between the FDI and environmental pollution on the host country and different impact on environmental effect of FDI heterogeneity, the paper uses panel data of China's industrial sectors to test the FDI on china's industrial environment under the heterogeneity assumption. The results indicate that the balance of income effect and scale effect results in the inverted "U"-type trajectory relationship between the FDI and china's overall industrial emissions. That is, with the growth of FDI, industry pollution increases first and then decreases. Sub-industry testing indicates that regardless of pollutions-intensive and clean-intensive sectors, the inverted "U" shaped relationship is very secure. However, most pollution-intensive industries are under the rising phase in the inverted "U"-shaped curve with the "pollution haven" characteristics. Most clean-intensive industries are under the decline phase in the inverted "U"-shaped curve with the "pollution halo" characteristics. Compared with the FDI scale, FDI in the industry structure has more important impact on the location of inverted "U"-shaped curve and the critical value.
