摘要
广西经济正从内陆发展模式向以北部湾区域为轴心的海洋经济发展模式转变。广西北部湾当前受内部的产业结构、贸易结构和能源结构相对落后的限制,以及外部环保压力,必须采用以低能耗、低污染、低排放为特征的低碳经济发展新思维。其具体路径包括:立足服务广西乃至整个大西南的战略高度来构建一整套海洋经济发展制度体系;优化传统海洋产业,提升高端海洋第三产业的比值,重视海洋生态环境修复;在海洋低碳核心技术上实现关键性突破。
Guangxi is transforming its economy from inland development model to Beibu Gulf-centered marine economic development model. Beibu Gulf is now restricted by the relative backwardness of the internal industrial structure, trade structure and energy structure as well as external environmental pressure. It is advisable to adopt the new idea of low carbon economic development, which is featured by low energy consumption, low pollution levels and low-emission. The specific approaches include the following： efforts should be made to construct a complete set of marine economic development system based on serving Guangxi and the whole the Greater Southwest from a strategic perspective, optimize the traditional marine industries, improve the ratio of the high end marine tertiary industries, lay emphasis on restore the marine ecological environment and make a key breakthrough in the core low-carbon technology.
