摘要
近年来,高校各类突发公共卫生事件的发生已日益多样化和频繁化,这是影响高校安全稳定及社会和谐发展的重要因素。因此,对于高校突发公共卫生事件的应急管理机制研究也愈显迫切,受到人们的广泛关注。本文从探讨新时期高校突发公共卫生事件的主要特征、类型及发生的诱因入手,针对高校在突发公共卫生事件管理中普遍存在的问题,提出构建具有组织机制、预警防控机制、应急处理机制、信息沟通机制、善后总结机制及科学的、高效的高校突发公共卫生事件应对体系,以提高应对各类突发公共卫生事件的能力,降低公共卫生事件发生的可能性,维护高校的安全稳定。
Various public health emergencies in universities have been gradually diversified and frequent over recent years, which is a key factor influencing the security and stability of universities and the harmonious development of society. Therefore, it is urgent to conduct research on management mechanism for handling public health emergencies in university which also arouses wide concerns among people. This paper begins from dis- cussing the principal characteristics, types and causes of public health emergencies of university in new times and proposes to construct a scientific and efficient response system for public health emergencies of university which consists of organization mechanism, warning and prevention mechanism, emergency handling mecha- nism, information communication mechanism and mechanism for rehabilitation and summary concerning common problems of managing public health emergencies in universities so as to enhance capabilities of handling various public health emergencies, reduce the occurrence of public health emergencies and maintain safety and stability in universities.
