摘要
近年来,气候变化越来越受到各国的重视,为实现经济低碳转型并可使其持续发展,碳排放交易势在必行。本文探寻现实中甘肃碳排放交易的约束条件和国内外碳排放交易体系建立的经验;并针对甘肃现有的产业结构和经济发展水平,提出构建适宜的碳排放交易市场、选择切实可行的碳排放交易机制是未来必经之路;同时提出,加大资金和政策的支持力度、加强碳排放交易制度和法律法规建设、引导企业增加专职环保人员数量、加强专职环保人员的培训等,是甘肃碳排放交易体系建设的支撑条件。
In recent years, climate change attracted more and more attention all over the world. In order to realize the economic transition and sustainable development, the trading of carbon emissions is imperative. This paper explores the constraint condition of carbon emissions trading in Gansu, and the experience of building carbon emissions trading system at home and abroad, builds the suitable carbon emissions trading market by aiming at industrial structure and the economic development level in Gansu, selects the feasible scheme of carbon emissions trading. At the same time, it puts forward that increasing funding and policy support, building the carbon emissions trading system and laws ＆ regu- lations, guiding enterprises to increase the number of full - time environmental protection personnel are the supporting conditions of building carbon emissions trading system in Gansu.
