摘要
认为在煤炭实物流转过程中,在煤炭生产地、中转地和消费地可分别建设三类不同的煤炭智能物流园区,不同类型煤炭智能物流园区的建设重点各异。从煤炭物流发展规划,铁路发运站、战略装车点、铁路运力指标,土地、资金与税收优惠,煤炭战略储备体系等方面,提出了促进煤炭智能物流园区发展的政策建议。
In the course of coal material transferring, 3 kinds of coal intelligent logistics park should be established respectively with different focal points in places of production, transit and consumption. From the aspects of coal logistics development planning, railway shipping station, strategic loading point, railway transport capacity index, land, capital and tax preference, coal strategic reserve system, the paper puts forward some policy suggestions to promote development of coal intelligent logistics park.
