摘要
理论研究和长期实践表明,现代城市应该大力开发和合理利用城市地下空间,随之带来了地下空间开发利用管理研究的新课题。广州作为特大城市,已进入地下空间开发利用高速发展阶段,暴露出的地下空间开发利用管理体制问题愈加突出。从广州市地下空间开发利用管理体制的现状着手,指出当前地下空间开发利用管理中存在的问题,进而剖析国内外地下空间开发利用管理体制的启示和可供借鉴的经验,最后从兼顾专业管理和综合管理的角度,通过充分利用广州市城市规划委员会的管理平台,改革完善广州市地下空间开发利用综合管理体制的构想。
Theoretical study and long-term practice has shown that modern city should develop and utilize rationally urban underground space,which brings a new subject for study on management of urban underground space.In Guangzhou,an extra large city in South China has entered into a stage of rapid development and utilization of underground space.By analyzing the status of management system of urban underground space development and utilization,this article points out the abuses of management of urban underground space,and then analyzes the inspiration and experience for reference about management system of underground space development and utilization at home and abroad.Finally,from the views of professional management and integrated management,it made some recommendations for improving the integrated management system of urban underground space development and utilization,by taking full advantage of the management platform of Urban Planning Board of Guangzhou.
