摘要
通过一些具体案例,追寻深圳法定图则公众参与的足迹。10年来,法定图则的公众参与无论从内容形式,还是参与程度都有长足的成就,但也存在一些问题。本文回顾了蛇口地区法定图则从开始编制到最终审批通过的10年历程,从公众意见处理的视角展现了法定图则公众参与在实践中的演变过程和发展趋势,进而借鉴国内外经验,探索公众参与的时机、程度以及如何形成良性的公众参与机制,增加法定图则的可操作性。
In last decade,public participation in statutory planning has got a lot of achievements both in the contents and extents.However,some problems still exist.This article reviews the progress of the practice in Shenzhen Shekou Statutory Plan from the initial planning to the final approval in the last 10 years,and brings forth the evolvement and development of the public participation in statutory planning from the view of the treatment of public suggestion,and then tries to find out the occasion,extension and the favorable mechanism of public participation with the case study on both domestics and overseas experience,in order to improve the operability of statutory plan.
