摘要
研究目的:运用政策分析框架剖析国家土地督察制度体系合理性,并借此为土地督察制度的优化和完善提供有效的指引和技术手段。研究方法:采用内容分析法,对国家土地督察制度进行计量和分析。研究结果:现行土地督察制度存在内部结构失衡,与核心业务和工作机制相关的制度条款不足,土地督察在配合国家宏观政策调控和土地管理中的作用有待加强。研究结论:适度降低内部管理制度工具使用频率,加大相关政策实施力度,健全和完善相应的配套制度体系,对已有业务加以适度整合并考虑与其他制度的连续性与一致性。
The purpose of this paper is to analyze the reasonableness of land supervision system through a policy analysis framework, and provide guidance for ameliorating system. Description and econometrics are used. The results indicate that the structure of the State Land Supervision system is internally unbalanced. The policies that associated with the core work and mechanism are lack. It is concluded that the daily administration of land supervision should reduce the frequency of using internal management system, enhance the enforcement system, improve the supporting system, and integrate the existing professional work for consistence purpose.
