摘要
行政程序法具有公正价值、效率价值、秩序价值,加强、完善行政程序立法的意义在于促进民主政治的发展;保障公民的基本权利;遏制和消除腐败现象,促进廉政建设;克服官僚主义,提高行政效率。我国行政法领域中未来的立法方向应是制定一个包括行政立法程序、行政执法程序和行政司法程序在内的统一的行政程序法典。
Administrative Procedure Act possesses the value of justice, efficiency and order. The significance of strengthening the legislation of administrative procedure lies in the development of promoting the democratic politics, guaranteeing citizens' basic rights, checking and eliminating corruption to build a clear government, overcoming bureaucratism, and improving the administrative efficiency. In the field of administrative law, the legislative trend is to make a uniform code of administrative procedure comprised of administrative legislation procedure, administrative enforcement procedure, and administrative judicial procedure.
