摘要
邻避设施在选址过程中阻碍重重,不仅有悖项目初衷,也不利于社会的稳定与发展。以公共参与方式选择为主线,阐释公共参与方式的选择原则,将整个设施选址过程划分为选址启动、多方案编制、环境影响评价和方案确定四个阶段分别进行分析,最后总结出邻避设施选址过程公共参与方式选择表。
A lot of difficulties have been encountered in the address selection process of NIMBY, which go against the purpose of its project, and hinder social stability and development. Using the choice of the ways of public participation as a mainline, the paper elaborates the principles to select the public participation methods, and divides all facility location process into four stages to analyze individually： start of the address selection, compilation of the multiple schemes, environmental impact assessment and determination of the scheme. Finally, a chart of the choice of public participation methods in the address selection process of NIMBY is concluded.
