At the time of tapping the potentiality of established hydropower plant, it is suggested to build the large-scale Gongbo Gorge Hydropower Station, and construct the Kangyang Hydropower Station in passing during the construction. Cascaded hydropower plants on Heishan Gorge section shall be built as soon as possible, and Heishan Hydropower Station shall be built at first. Other mid-scale hydropower stations on Longqing section can be built continuously when the above-mentioned large-scale hydropower stations are constructed by Yellow River's Upper Reach Hydropower Development Co. Ltd.
