摘要 针对黄委的<黄河水沙调控体系建设>报告,对黄河水沙调控体系建设提出了几点看法:①小浪底水库的运用方式需要改变,即汛期要少蓄水,适当地排沙,增加排沙比;②依据目前黄河的来水量,黄河下游河道要达到4 000~5 000 m3/s的平滩流量的目标是有困难的;③应抓紧制定二级悬河的治理和滩区安全建设方案;④废除生产堤,使滩槽水沙充分交换,是黄河下游泥沙处理的根本途径;⑤开发黑山峡,修建大柳树水库,但水库不能以灌溉为主;⑥修建东庄水库能较好地减轻渭河下游的洪涝灾害;⑦三门峡水库非汛期的控制水位应该进一步降低. The paper puts forward the following viewpoints on establishing sediment discharge regulation system of the Yellow River aiming at the report of “Establishing Sediment Discharge Regulation System of the Yellow River” drafted by Yellow River Conservancy Commission: a) The operational mode of the Xiaolangdi Reservoir needs to be changed, i.e. reducing storage in flood season and properly increasing sediment delivery ratio; b) It is difficult to realize the target of 4000 ~ 5000 m3/s bankfull discharge in the lower Yellow River according to the present amount of coming water of the river; c) It should pay close attention to the plans of secondary suspended river management and floodplain security construction; d) Abolishing production dykes and making water sediment of channel and floodplain fully exchanged are the fundamental way for sediment handling of the lower Yellow River; e) Developing Heishanxia and building Daliushu Reservoir, but the main purpose of the reservoir shall not be irrigation; f) Building Dongzhuang Reservoir can effectively reduce flood disasters in the lower Weihe River and; g) The controlled water level of Sanmenxia Reservoir in non-flood season should be further lowered.
