摘要
简述新公共管理的内涵,分析美、英、日公共图书馆总体外包政策与实践。认为总体外包对公共图书馆公益性的影响有待观察,对员工及图书馆持续服务可能产生消极影响,未必能提升服务质量与降低运营成本。
This paper gives a brief introduction to New Public Management （NPM） and analyses related policies and practicesof entire outsourcing of public libraries in US, UK and Japan. It concludes that the entire outsourcing of public libraries does not affect the public benefit of libraries but cannot always improve the service quality and reduce operating cost. Moreover, ithas negative effects on library staffs and the continuity of library services.
