摘要
省界缓冲区水资源保护是实施最严格水资源管理制度,特别是实施流域水资源管理与保护的关键环节,已成为社会关注的重大问题。近年来黄委在省界缓冲区水资源保护和管理方面开展了水质监测、联合监督检查、理论研究等一系列探索,取得了一定成果。在分析省界缓冲区区划成果、监督管理职责、水质监测信息、制度建设等现状的基础上,针对省界缓冲区监管存在的法律依据不足、基础较差等主要问题,对省界缓冲区监督管理的目标和确界立碑、加快纳污能力核定、提高水质监测能力等主要任务进行了初步探讨。
Water resources protection of provincial buffer zone is one of the most important issues concerned by the government and society, because of its pivotal role in administation and protection of river basin water resources. For the past few years, a series of exploration in the field had been carnied out by Yellow River Conservancy Commission, including water quality monitoring, joint supervision and inspection, and theoretical re- search. This paper analyzed the current situation of provincial buffer zoning achievement, supervision and administration function, water quality monitoring information, and institutional improvement. Preliminary discussion on several significant tasks was undertaken, aiming at the lack of le- gal basis and groundwork. Target and obligation of supervision, calculation of water environment capacity, and water quality monitoring were in- cluded in the discussion.
