摘要
防洪减灾能力的评价问题是一个涉及多目标、多准则的综合评价问题.从圩区和圩区内小(I)型及以上泵站两者软硬件设施出发,建立了带权重的圩区防洪减灾能力评价的三级指标体系,提出了基于专家评判的圩区防洪减灾能力评估方法,对圩区的防洪减灾能力作出定量评估和定性评估.以浙江省某圩区为例,给出了具体的评估过程.
How to evaluate the flood control and disaster reduction capacity is in relation to multi-index and criteria. A weighted index system which has 3 levels is established based on the software and hardware of the polder areas and pump stations. An evaluation method of flood control and disaster reduction capacity is proposed based on expert judgment, which can get the results of quantitative evaluation and qualitative evaluation. The proposed methodology demonstrates the effec- tiveness of polder area evaluation in Zhejiang.
