摘要
分析了年轻干部考核中存在的三个主要问题:缺乏细化、量化和可操作的选拔考核机制;考核评价主体范围小,严重缺乏群众参与度;缺乏体现科学发展观的一体化培养选拔考核指标体系。运用货币时间价值理论,设置了德、能、勤、绩、廉考核指标,并对使用规则进行了说明。对年轻干部打分的过程实际上就是折现原理的应用,也是货币价值的本质体现。
The paper analyzes three major problems in young cadres' evaluation: lack of detailed, quantified and operational system, limited appraisal range and no participation of the mass, lack of a scientifically developed evaluation system for training and selecting the young cadres. The paper attempts to optimize the mechanisms for training and selecting young cadres in China by applying the theory of time value of money, setting assessment indicators: morality, competence, industriousness, achievements, and illustrating how to following the indicators. The scoring process is virtually the application of the discounting principle, but also the manifestation of monetary value.
