摘要
目的了解深圳市某街道无证行医现状,分析其存在的原因,探讨打击无证行医的新模式。方法对深圳市某街道2010—2011年有证医疗机构就诊人数月报表及打击无证行医案件的资料进行统计学分析。结果公立医疗机构就诊人数增多、民营医疗机构除乡镇卫生院外就诊人数减少;无证行医死灰复燃的概率较高,为54.7%;租赁房屋是无证行医人员的主要诊疗场所,所占比例为99.0%;无证行医的行政处罚率低,仅为13.0%。结论需继续深入医疗体制改革,对为无证行医提供场所的出租屋业主进行法律制裁,加强执法队伍建设,宣教并举,建立打击无证行医的新模式,为群众提供安全的就医环境。
OBJECTIVE To understand some streets present situation of undocumented medicine, analysis of the reasons for its existence, and exploring new modes to combat unlicensed practice. METHODS Certified method takes a street of Shenzhen 2010--2011 medical attendance report form and combat unlicensed practice of case information, statistical analysis. RESULTS Increased attendance results in public medical institutions, the number of private medical institutions in addition to hospital visits decreased resurgence of undocumented medicine high probability, 54.7% , rental housing is the main places of diagnosis and treatment of undocumented medicine personnel, the proportion of 99.0%, low rates of unlicensed practice of administrative penalties, only 13.0%. CONCLUSIONS The need for continued in-depth reform of medical system, to provide a forum for unlicensed practice of rental housing owners to carry out legal sanctions, strengthening the construction of law enforcement, dawa simultaneously, set up to combat unlicensed practice new patterns, providing security for the masses safe medical environment.
