摘要
运用文献资料法、专家访谈法和逻辑分析法等,对体育行业国家职业资格证书的特征进行梳理,并对我国推行国家体育职业资格证书制度下,国家职业资格证书的实施环境及实施中所面临的问题进行分析。结论认为,国家职业资格证书具备政府性、权威性、非赢利性、终身性、多级性和多样性"六性合一"特征;国家资格证书的实施有着良好的制度环境和市场环境;实施过种中面临着职业资格准入制度落实,社会性体育职业资格证书的影响等问题。提出国家应尽快建立和完善体育行业就业准入机制及相配套的从业制度,尽快清理社会性职业资格证书,规范证书市场管理等应对措施。
This paper uses the literature review, expert interviews and logical analysis to sort out the char- acteristics of the sports industry, national vocational qualification certificate and analyzes the implementa- tion^s environment and the difficulties faced during the period of carrying out sports industry＇s profes- sional certification. The result shows that sports industry＇s professional certification has six characteris- tics, including the nature of government, authority, not-- for-- profit, perpetuation, multi-- stage and diver- sity, introduces the basic situation and system environment of the professional certification in sports in- dustry field in China, dissects its problems and signification during the period of pushing this system. At last, it proposes that assorted system should be set up and improved during the sports industry, at the same time,non--professional certification should be checked up as soon as possible and the manage sys- tem should be guaranteed in this field.
