摘要
近年来,美国页岩气产业发展突飞猛进,在实现自身能源独立的同时,也对全球能源市场和能源地缘政治产生了深远影响。我国虽具有页岩气的储量优势,但决不能照搬美国经验。伴随页岩气的发展,传统能源将重新进入战略视野。因此我国应在顶层设计层面统筹规划,发挥我国特有的"发展型地方政府"对页岩气发展的推动作用,通过中国特色的页岩气发展战略和政策,渐进实现我国能源"双结构"转型。
In recent years, shale gas industry has developed quickly in United States, which has realized the energy independence and produced profound influence to the global energy market and energy geopolitics. Although our country has the advantage of shale gas reserves, but never copy the American experience. With the development of shale gas industry, the traditional energy will back into the strategic vision. Our country should design the overall plan of shale gas industry in top level, promote the shale gas industry development by the unique Chinese ＂development-oriented local government＂ function, realize our country＇s energy ＂dual structure＂ transformation by the shale gas development strategy and policy with Chinese characteristics.
