摘要
2000年的《教师资格条例实施办法》没有高职院校教师资格分类及相应资格标准,高职院校教师资格等同于普通高校教师资格,高职院校教师资格认定条件过低,认定程序不规范,且没有时效性和等级区别。为此,要设立高职院校教师资格类别,建立相应的等级标准,规范认证程序,明确资格的时效性、通融性,建立国家认可的培训机构、灵活的培训计划及继续教育制度,确保高职院校教师资格准入制度得到有效实施。
There were no qualifying classification and corresponding standard for teachers in higher vocational colleges in Measures for the Implementation of Teacher' s Qualification Regulations in 2000. Teacher' s qualification in higher vocational colleges is equal to that in general colleges and universities. It' s qualifying conditions are too lower, recognizing procedures lack of standardization, no expiration date and grade. Therefore, qualifying classification and grades need to be established. Recognizing procedures need to standardize, to have a definite expiration date and flexibility. A national recognized training in- stitute, flexible training plan and continuing education system are also needed to be established to ensure effective implementa- tion of teacher' s qualification system in higher vocational colleges.
