摘要
国家对在校大学生群体实施了社会基本医疗保险,并将其纳入城镇居民医保范畴,由此形成了门诊统筹和住院统筹医保基金。在实际运行中,尽管实现了"保基本"的目标,但仍折射出一些矛盾,这些矛盾的核心均指向高额医药费问题,为此需要政策支持、资金支撑以化解矛盾。
