珠三角“三旧”改造中的土地利益格局重构及其运作机制——以佛山市“三旧”改造经验为例 被引量:12

Research on the Reconfiguration of Land Interest Pattern in the context of “San-jiu” Reconstruction in Pearl River Delta Region and Its Operating Mechanism——The Foshan Case

摘要 珠三角地区经历了多年"自下而上"的高速发展,在取得很大成就的同时,土地资源配置低效等问题也日益凸显。为破解城镇化发展中的土地困境,广东省推开了"旧城镇、旧厂房、旧村庄"(三旧)改造。这是一项具有重要意义的创新实践,其实质是对既有土地利益格局的重构。基于对佛山市的实地调研,分析相关政策的内涵,总结实践经验,并深入解析"佛山模式"的运作机制。 While the Bottom-up development mode in Pearl River Delta has achieved great success, the accompanied low- efllciency in land configuration has come into public attention. In order to crack the land predicament, Guang Dong Province has promoted the reconstruction of Old Towns, Old Factories, and Old Villages (San-flu), which is a creative government action in local government level of great importance. The essence in "San- flu" Reconstruction is reconfiguration of land interest pattern. Based on the spot research in Foshan, a pilot city of "San-jiu" l^econstruction, this paper analyzes the connotation of related policy, summarize the experiences in Foshan, and finally interpret the operating mechanism of Foshan Mode in "San-jiu" Reconstruction.
