摘要
科学评价城乡协调发展水平是缩小城乡差距需要解决的重要问题之一。在概念辨析和文献回顾的基础上,以新疆为例从经济、社会、居民生活水平三个维度出发,构建城乡协调发展评价指标体系,并运用组合赋权法对新疆1990～2010年的城乡协调发展水平进行动态评价。研究发现,1990～2010年间,新疆城乡发展不仅处于失调状态,而且城乡协调发展水平总体上呈下降趋势。尽管2003年以来,新疆城乡发展失调状况有所缓解,但城乡协调发展水平仍处于较低层次,有待进一步提升。
A scientific evaluation of the urban - rural coordinated development is crucial to narrow the gap between urban and rural de- velopment. On the basis of the related conception analysis and literature review and with a ease study in Xinjiang, this paper establi- shes an evaluation index system for analyzing the urban - rural coordinated development from the dimensions of economy, society and living standards. Meanwhile, this paper also conducts a dynamic evaluation of Xinjiang＇ s urban and rural coordinated development from 1990 to 2010 through the method of combined weighting, which finds an unbalanced urban and rural development and a worsening trend in this aspect. Though this imbalance in development has somewhat improved since 2003, the urban - rural coordinated develop- ment is still awaiting further improvement.
