摘要
随着我国东部地区产业向中西部地区转移步伐加快,产业转移与承接双方共同利益日益增多,但同时利益分歧也日渐明显。如何公平合理地分享利益、协调分歧是处理各利益主体关系的关键,探索建立有效的利益分享机制成为推进产业有序转移与合理承接的核心问题。产业转移与承接利益分享机制是各利益主体围绕分享的利益客体,在博弈过程中形成的包含利益分成机制、风险分担机制、利益补偿机制、分歧协商机制和冲突仲裁机制等具体机制的框架体系。
With China＇s industrial transfer from the eastern to central and western regions accelerating, the common benefits of both industrial transfer and undertaking have been increasing, but at the same time a substantial divergence of benefits is becoming more and more obvious. How to share the benefits fairly and reasonably and coordinate divergence is the key to dealing with the relationship of various benefit subjects. Exploring the establishment of effective benefit-sharing mechanism is the core to promote industrial transfer and undertaking orderly and reasonably. Benefit-sharing mechanism of industrial transfer and undertaking is a frame system created in the game playing by stakeholders centering on sharing benefit objects, which includes profit-sharing mechanism, risk-sharing mechanism, benefit-compensation mechanism, divergence-consultation mechanism, conflict-arbitration mechanism and other specific mechanisms.
