摘要
目的了解中国部分县(区)卫生统计信息机构人员配置的能力和需求情况,为卫生资源配置的研究以及卫生信息化建设提供依据。方法采用分层抽样法随机选取364家县(区)级卫生统计信息机构人员进行问卷调查。结果 85.2%所辖县(区)卫生局没有配备专职统计人员,78.8%配备兼职统计人员,83.2%没有配备专职信息化人员,54.1%配备兼职信息化人员;74.1%机构表示需要1~5名专职统计工作人员,71.7%需要1~5名专职信息化工作人员;部分机构均认为需要配备专职或兼职统计人员和信息化人员。结论目前卫生统计信息机构人员资源配置存在着专业队伍配置不稳定、人员结构不合理等问题,需要做好卫生统计信息人力资源规划,合理配置人力资源,保障并加快卫生统计信息人员队伍的建设和培训工作。
Objective The survey was designed to evaluate the demand of resources allocation among the staff from some county(district)-level health statistics agencies in China and to provide information for the study of health resources allocation and information technology.Method A questionnaire survey was conducted among the health staff,selected from 364 county(district)-level health statistics agencies in China by stratified randomly sampling.Results 85.2% health statistics agencies didn't have full-time statisticians.The proportion of part-time statisticians of 78.8% health statistics agencies is 100.0%.83.2% health statistics agencies didn't have full-time information technology specialists.The proportion of part-time information technology specialists in the health statistics agencies is 54.1%.74.1% health statistics agencies need 1~5 full-time statisticians,while 71.7% health statistics agencies need 1~5 full-time information technology specialists.Conclusion Some county(district)-level health statistics agencies need full-time or part-time statisticians and information technology specialists.Problems such as unstable configuration in professional teams,unscientific staff structure and so on still exist.Health administers should make human resource planning of health statistics,allocate human resources rationally,and guarantee the construction of country(district)-level health statistics agencies and the training of health statisticians and information technology specialists.
