摘要
目的:围绕建立健全云南省农村三级卫生网络需要,提出云南省农村卫生人才队伍建设的目标任务、重大举措和重点培养项目。方法:采取普查与专题调查相结合的方法,对人员现状和人才队伍建设情况,进行调查和分析。结果:云南省农村卫生人员总量不足,学历和职称结构不合理,人才分布不均衡,人才难培养,缺人乏才,年龄老化。结论:合理制定并实施中长期卫生人才培养规划,加大人才培养;增加农村医疗卫生人员编制;增加政府投入;建立科学的卫生人才评价体系;改变人才录用方式;制定和实行优惠政策,吸引和留住人才,采用多种方法,提高云南省农村医疗卫生人才的整体素质,逐步形成一支高水平的农村医疗卫生服务队伍,满足农村卫生事业不断发展的需要。
Objective：Around the needs of establishment and improvement of the three levels of Rural Health Network in Yunnan,put for- wards the objectives,tasks,major initiatives and the project of focus on training of Yunnan province.Methods：Combined the census and special subject survey, survey and analysis personnel status and talents building.Results：In Yunnan province,the gross of rural health workers is lack- ing;the distribution of qualifications and professional title structure of talents is irrational;the distribution of talents is uneven;it＇s very hard to train talents;talents is lacking and aging.Conclusions：To develop and implement a reasonable long-term health personnel training plan and in- crease the personnel training;increase rural medical and health personnel establishment and government investment;establish a scientific evalu- ation system for health personnel;change the way of hiring qualified personnel;develop and implement preferential policies to attract and retain qualified personnel;using a variety of methods,to improve the overall quality of rural talents,and gradually form a high level of rural medical talents team to meet the continuous development of rural health needs.
