市场诱导、政策驱动与农业高效用水——一个动态演化机制

摘要 最严格的水资源管理制度是2011年中央一号文件提出的今后我国农业高效用水的发展方向。随着水资源的日益稀缺,农业高效用水作为缓解农业水资源供求矛盾、走农业水资源内涵式发展道路的重要方向。通过建立农业高效用水动态演化模式,分析得出农业高效用水受到市场因素的诱导而产生,是农户基于自身收益最大化的基础上演化而成,并构成解决水资源供求矛盾的手段。而政策驱动的外力作用降低了农户的投资成本,加快水资源高效利用的进程,但是并没有改变其演化机制。 The most stringent water resources management system proposed by the central government in 2011 is the development direction of efficient agricultural water use in the future of China.With the increasing of water resource shortage,the efficient agricultural water use is used as the important direction of relieving the contradiction between the supply and demand of agricultural water resources and realizing connotative development of agricultural water resources.This paper establishes the dynamic evolution model of efficient agricultural water use.We can conclude that efficient agricultural water use can solve the contradictions between the supply and demand of water resources,and it is induced by market factors and based on the income maximization of farmers.The policy-driven impact can reduce the cost of investment and accelerate the pace of the process,but did not change its evolution mechanism.
