摘要
人民代表大会制度是我国的根本政治制度,是我国人民的历史性选择。我们在看到人大发挥了重大作用的同时,也要意识到我国的人大制度还不够健全,在一些具体制度方面还存在缺陷,比如人大代表兼职化的问题。世界各国议会议员都是专职的,而我国各级人大代表实行的主要是兼职代表制,这成为目前阻碍人民代表大会制度进一步完善和发展的制约性因素。因此,有必要对目前我国人大代表兼职制度的主要缺陷,以及人大代表专职化的优越性进行分析,进而思考如何构建我国人大代表专职化制度。
The system of People＇s Congress is a fundamental political system in China, which plays an important role in our current political life, but the part-time Representative System has restricted the further development of the socialist democratic construction. Most country Council members in the world are full-time, while the part-time Representative System which is practiced in all levels of the People＇s Congress has become the obstacle for the People＇s Congress system to further perfect. For the main defects of our country＇s part-time Representative system, this paper proposed the specialization of Representative System which accorded with China＇s condition and benefits the construction of political civilization in our country.
