摘要
2009年9月颁布的《国务院关于开展新型农村社会养老保险试点的指导意见》标志着"新农保"的产生,体现了政府的责任,一定程度上调动了农民参保的积极性,满足了农民群体日益增长的养老需求。本文首先介绍了"新农保"实施的意义,然后从试点地区的"新农保"实施来分析存在的问题,最后提出"新农保"可持续发展的建议。
In September 2009, the general office of the state council promulgated the pilot guiding opinions about the new rural social endowment insurance .In order to meet the increasing nursing needs of farmers , the new rural society endowment insurance has been produced. The new rural society endowment insurance fully embodies the responsibility of the government, and arousing the participant enthusiasm of farmers. This article first introduce the executive meaning of the new rural society endowment insurance, and then from the pilot area practice to analyze the existing problems, finally put forward the suggestions for the new rural society endowment insurance sustainable development.
