摘要
本文综合了国内外关于建立农村社会养老保险体系政府支持方面的研究成果,发现国外关于社会保障制度中政府责任的研究很早就开始了,我国的研究起步较晚,其研究主要集中在社会保障及农村养老保险中的政府责任、财政支持农村养老保险的必要性、政府财政支持农村社会养老保险的方式及支持能力等方面。本文在对政府财政责任进行综述的基础上,对我国未来政府财政责任的研究方向进行了展望。
This paper reviewed domestic and international studies on the government support to the establishment of rural social pension insurance system. It revealed that foreign researches on this topic started much earlier than Chi- na. The domestic research had a late start. Most researches were focusing on government responsibility in the social security system and the rural social pension insurance system, the necessity of such government support ,the mode of government support to rural social pension insurance, and the government＇s capability in doing so. This paper elabo- rated on government＇s financial responsibility to the rural social pension system, and pointed out the future direction of research on this topic.
