摘要
社会经济转型期中的结构性变化使得科技决策的难度与复杂性日趋加大,具备科学前瞻与评估特性的策略信息工具可以为科技决策的合宜性提供正确方向的指引。文章拟通过对策略信息工具的内涵释义,发掘其在科技决策不同阶段中的功能与合力,同时引证欧盟在科技决策中成功组合使用策略信息工具的实例来澄明其实际效用,结论据此对我国科技决策中的策略信息工具培育与使用提出实务建议。
The socio-economic structural changes of the period of transition makes the difficulty and complexity of the technology deci- sion-making increasingly intensify, with scientific foresight and evaluation of characteristics of strategic information tools appropriate for science and technology decision-making guidelines in the right direction. This article tried to explore the function in different stages of the science and technology decision-making, through the interpretation of strategic information tool. At the same time, the article cited the example of EU successful application of strategy information tool to clarify its practical utility. The article gave practical suggestions on cultivating and using strategy information tool in China＇ s science and technologydecision-making.
