摘要
合理、科学地配置有限的卫生资源 ,采取多渠道开发医院补偿机制 ,实现效率与公平的双重优化 ,这既是一个经济问题 ,也是一个伦理问题。本文通过对医院补偿机制在卫生事业发展中的地位、当前医院补偿机制存在的弊端、建立多渠道的医院补偿机制 ,实现效率与公平的双重优化等的分析 ,认为医院补偿机制必须加大政府对卫生经费的投入 ,同时要在提高医院的综合实力中实现补偿机制的效率与公平。
It is not only a financial but an ethical problem as well to develop a hospital supplementary mechanism in order to make rational use of the limited health care resources through various channels and to optimize the efficiency and fairness,The paper analyzed the position of the hospital supplementary system in the health care cause,the defects of the hospital supplementary system at present ,the establishment of the multi-channel hospital supplementary system,and the optimization of the dfficiency and fairness.In conclusion,the government should increase the investment on health care system,and the efficiency and fairness should be achieved while improving the hospital comprehensive strength.
