摘要
基于对国家竞争力研究成果的回顾和对IMD与WEF的国家竞争力评价指标体系的比较分析,提出国家竞争力主要由国家战略决策能力、国家创新能力和国家产业竞争力等三种子能力构成。从决策与创新效果的视角分析,国家信息资源竞争力可以解析为信息资源获取能力、信息资源专家咨询能力和信息资源自助服务能力等子能力。从竞争力的角度来看,国家信息资源竞争力价值最大化的实现,要求国家信息资源竞争力子能力及其协同作用最大化,要求能够有效支持正确、及时、具有前瞻性和风险最小化的决策,要求最大限度地降低信息资源管理成本。最后,通过国家竞争力子能力与国家信息资源竞争力子能力的对应分析,构建国家信息资源竞争力价值最大化模型。
Based on the review of research on national competitiveness and the comparative analysis of evaluation index systems of national competitiveness proposed by IMD and WEF, it is proposed that national competitiveness consists of three sub - capacities which are national strategic decision - making ability, national innovation ability and national industrial competitiveness. From the perspective of decision - making and innovation effects, it is considered that national information resources competitiveness can be decomposed into three abilities of obtaining information resources, information specialists advisory and information resources self - service. Viewed from the point of competitiveness, in order to maximize the value of national competitiveness, it is necessary to achieve the maximization of sub - capacities and the synergistic effects of national information resources competitiveness, to effectively support the correct, timely, forward -looking and minimized risky decision -making, and to minimize the costs of information resources management. Finally, a value maximization model of national information resource competitive is built based on the correspondence analysis of sub - capacities of national competitiveness and sub - capacities of national information resources competitiveness.
