摘要
近年来，我国国民经济快速发展的同时，国内有限的石油资源已经不能满足我国经济和社会发展的需要，伴随着石油在国家战略资源中的重要性越来越突出，保证国家石油资源的经济安全也就变得越来越重要。本文在分析世界以及我国石油资源分布的基础上，首先对我国石油资源的供给、需求和对外贸易依存度等三个方面进行了深入分析；其次，建立了一套我国石油资源经济安全评价指标体系，利用Delphi法和AHP法确定了指标的权重，并对9个二级指标进行了分级，建立了综合评价模型；第三，对我国2002-2011年石油资源经济安全度进行了测算，找出了制约我国石油资源经济安全度的主要因素；最后，提出了相应的对策和建议。
In recent years, with the rapid development of China＇s economy, the domestic limited oil resource has been unable to meet the needs. As the oil becomes more and more important in the national strategic resources, ensuring its economic security becomes very important. Based on the analysis of the world and China＇s petroleum resource distributions, first, the oil supply, demand and foreign trade dependence degree were analyzed; second, an evaluation index system of China＇s petroleum resource economic security was established, the weights of which were determined by the Delphi and AHP method, and the nine second- level indexes were classified, then a comprehensive evaluation model was built; third, the degree of China＇s petroleum resource economic security from the year 2002 to the year 2011 were calculated, and the main constraint factors were found out; finally, some corresponding countermeasures and the suggestions were brought forward.
