摘要
1995年以来,地方政府公共服务支出总量快速增长,但是支出力度不够,地区差距比较大。人均支出方面,中部地区和西部地区人口大省低于平均水平;公共服务支出增量分配上,依次是东部、西部、中部和东北;分区域看,区域间差距是主要原因,主要由东部和东北地区造成,中西部地区一直处于不利地位。因此,我们建议应优化财政支出结构,建设公共服务型政府;制定《转移支付法》,加大对中西部地区的支持;增强中央政府责任,建立公共服务国家标准;整合政府、市场与社会的力量,形成多元化供给的格局。
Since 1995,the total amount of local government public service spending grew rapidly,but not enough for spending,large regional disparities;per capita expenditure of central and western regions populated province below average of China;on the increment of public service expenditure,followed by the eastern,western,central and northeast regions,inter-regional gap is the main reason,by compare with the east and northeast,central regions,western regions have been at a disadvantage.The author suggests that optimizing the structure of fiscal expenditure,the construction of public service-oriented government,developing a 'transfer payment' method,increasing supports to the central and western regions,enhancing the responsibility of the central government,the establishment of the national standards of public services,integration of the government and market and social forces,the formation of diversification of supply pattern.
