摘要
现代政府所倡导的公共服务均等化,受政府、服务产品生产者和服务产品消费者三个主体影响,出现了五个方面的不均等,即制度供给、公共投入、服务绩效、服务质量及服务消费差别。为提高公共服务均等化的程度,应当综合统筹服务供给者(政府)、生产者(以公营部门为主)和消费者(公民)对公共服务均等化的角色和作用,逐步建构统一的服务标准,以此科学评估服务型政府的政绩,保障不同服务消费者的基本权益。
Three principal participants,the government,the service producers and the consumers of service products affect the equalization of public services,which is promoted by modern government.The consequences of this affection lead to inequalities in five aspects:institutional supply,public investment,service performance,service quality and differences in service consumption.To increase the level of public service equality,we should integrate the service provider(government),producers(mainly in the public sector) and consumer citizens.We need to gradually build a unified service standard as a scientific assessment for evaluating the performance of the service -oriented government,so the basic rights and interests of different services consumers can be protected.
