摘要
面对日益严峻的能源资源形势,中国的发展必须增强危机感,树立绿色发展理念,强化城市低碳意识,努力构建资源节约、环境友好的生产方式和消费模式,从根本上解决城市发展面临的资源环境瓶颈性约束。城市绿色发展标准体系作为社会经济绿色发展各相关领域标准的有机整体,是引导和支撑各行业、机构绿色发展的重要依据和蓝图,对系统地推进城市绿色发展具有重要作用。基于此,本文在对城市绿色发展内涵、城市实现绿色发展重要意义等方面进行分析的基础上,提出了城市绿色发展标准体系构建的关键要素、基本路径及体系框架,并探讨了标准有效促进城市绿色发展的对策建议。
To meet the increasingly serious challenge of energy and resources, China must and has to enhance the sense of crisis,build up a new developing idea of green development, strengthen consciousness of low-carbon city, and make an endeavor to construct a mode of production and consumption which is resource-saving and environment-friendly. Only in this way can China be able to thoroughly solve the constraints of energy and environment faced by city development. Standardization system of city＇s green development （SSCGD） ,as a comprehensive system of green development of society, economy and environment,is important basis and blueprint to direct and support green development of industries, organizations and enterprises. It would have an important function to completely push and promote city＇s green development. In view of this, the connotation and significance of city＇s green development were analyzed. After that,the key elements, basic approaches and system framework of SSCGD were pointed out. In the end, countermeasures and suggestions were put forward, which could promote city＇s green development effectively.
